The video was posted to Kaine Fowler’s Facebook page on February 16, and within an hour the Ashtabula Police Department had received several calls about the possibility of animal cruelty
The woman in the video was identified as Melissa M. Candela of Ashtabula. The city dog warden seized the cats during a welfare check, accompanied by police. The two cats are now in the care of Ashtabula County Animal Protection League
Officers learned a tenant at the apartment is the father of one of the children pictured in the video. City Solicitor Michael Franklin reported the father confirmed that Fowler and Candela had babysat the children, and asked them not to come back after learning what had happened.
Fowler and Candela will be arraigned in Municipal Court on February 25 on two counts of first-degree cruelty to companion animals. If convicted, the couple faces six months in jail and a $1,00 find. have been charged with two counts of cruelty to companion animals. The charge is a first-degree misdemeanor and could be punishable by six months in jail and a $1,000 fine.
Since Fowler made comments to WEWS-TV of Cleveland that he was “drunk” and “high” while watching the children, child endangerment charges may also be filed. He has apologized, calling his actions “ignorant, stupid, foolish.”
Fowler told WEWS that he regretted the incident, which he called “ignorant, stupid, foolish.”
